Utopian visions of efficiency all too often have a way of obscuring their potential for abuse, with workers, consumers and the environment the all-too-common victims. But when that vision includes the potential for people to make a little extra cash by renting out stuff almost everybody already has — and to do it using their smartphones — even the most stubborn pencil pushers won’t be able to resist change for long. After all, even bureaucrats have extra bedrooms.
